About Us

Utility Management & Construction Company (UMCCo) is an operating company specializing in contract operations of small utility companies. UMCCo was founded in the late sixties by Raymond Lucas as Lucas Construction. From 1982 the Anderson Family has owned and operated UMCCo and increased it's operation from the original three contract managed rural water systems serving 1200 customers to seven contract managed rural water systems serving 4000 customers. UMCCo is currently owned and operated by David Anderson.

 

Contract Managed water systems that are operated by UMCCo are:

  • Consolidated Rural Water District 2C

  • Elm Bend Rural Water District, Inc

  • Evergreen Rural Water District #18

  • Grand Lake Public Works Authority

  • Nowata County Rural Water & Sewer District #1

  • Osage County Rural Water District #1

  • Washington County Rural Water District #1

  • Washington County Rural Water District #2

These systems include both purchased water systems and treated surface water systems.

UMCCo provides turnkey operations for these utility systems including record keeping, reporting, budgeting, customer correspondence, billing, system improvement recommendations (engineering) and all field services including 24 hour emergency response. UMCCo also can provide operations, maintenance and/or management services tailored to specific needs.

UMCCo has thirteen (13) full time employees, all field personnel hold Class "D" or higher water and sewer licenses. UMCCo has expertise in system management, water treatment, utility accounting, gas distribution including OCC and DOT requirements and regulations and provides, engineering and construction supervision. UMCCo personnel have negotiated contracts with the above entities as well as with suppliers and other service firms.
